In obedience to your Lordps Order of Ref. of Nov. 9th instand|t| of \upon/ the |anne{xed}| \petition of the several/ Gentlemen in Cornwall fo about renewing the contract for Tin we have considered the same & are humbly of opinion that if |t|her Maty shall contract for no \be not made for a/ greater {illeg} quantity of Tin then shall be annuall |ye| consumption shall annually carry off: her {m}|M|ajty {illeg}|may| safely \without loss/ give 3li 10s per C stan. wt, the {sta} Tinners paying the coynage Duty & Post Groats {illeg}|o|r {illeg}|an| equivalent: And by considering the \annual/ consumption {illeg} in this & the three formers contra years\|&| {grownded} the interest of money advanced b upon the Tin |b|is|ei||n|n|g|ot reckoned at \no/ more then 5 pr cent./ And the consumpt{ion} in this & the three former years am{illeg}|o|unting \at at|a| medium/ to about 15|4|60 {illeg} or 1500 Tunns pr an s{illeg}|ta|nnary wt, we are humbly of opinion that the annuall \con{illeg}|sump|tion/ in the next {illeg}|co|ntract in times of war will continue will be much the same in times of war, {illeg}|&| but what it will be in times of pea{illeg}|c|e we have \|hitherto| had/ no experience by wch we can make a jugment {sic}. But considering that at present considerable quantities of Tin are coyned \through Holland Germany &\other countries// into France & we are humbly {sic} Spain the \only two/ coyntres of the enemy \wth wch we have not an open trade,/ & that the consumption of those \two/ countries amounted before the present war amounted only to about        Tuns annually: we do not yet see reason to beleive that the consumption in times of peace will amount to more then 1600 Tunns pr an stannary wt.

And we are humbly of opinion that ye consumption annuall consumption of Tin in the next contract will \in times of war/ be much the same that it has been in this & the three former contracts wch one year wth another\last years wch at a medium/ has amounted to about 1500              Tunns of Tinn annually\per an stannary wt/. And|But| what it will be \may prove/ \will be/ in times of peace we cannot affirm in times of pea do not yet know by any experience: but {belt}{illeg}\{illeg}|ar||e| not {illeg}bled to judge by any experience./ \Yet/ considering that Tin is in quantity conveyed through other countries \(& sometimes {illeg} by captures)/ into France & Spain wthout the only countries wth wch we have not a free trade during the war\at present/ & that the consumption of Tin in those \two/ countries (by the Customes \house books{sic}/) amounted only to about       Tunns per annum befor ye|the| war began, we are humbly of opin not yet satisfied that in times of peace the consumpti{illeg}|o|n will exceed 1600 Tunns per an.
