                <p rend="indent0" xml:id="par1"><hi rend="large">I</hi>n obedience to <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> Order of Reference of the 27<hi rend="superscript">th</hi> of <lb xml:id="l1"/>November last, upon the annexed Memorial of the three <lb xml:id="l2"/><choice><abbr>Comm<hi rend="superscript">rs</hi></abbr><expan>Commissioners</expan></choice> appointed by her <choice><abbr>Ma<hi rend="superscript">tys</hi></abbr><expan>Majestys</expan></choice> late Privy Council of <lb xml:id="l3"/>Scotland to receive all the <choice><orig>Scotts</orig><reg>Scots</reg></choice> &amp; forreign coin &amp; see it <lb xml:id="l4"/>melted into Ingots &amp; deliver the Ingots by weight &amp; assay <lb xml:id="l5"/>to the Master of the Mint <del type="strikethrough">to be coined</del> at Edinburgh upon <lb xml:id="l6"/>his Note to be coined, &amp; to certify the deficiency; in <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> <lb xml:id="l7"/>Memorial they humbly desire that <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">p</hi></abbr><expan>Lordship</expan></choice> will be <lb xml:id="l8"/>pleased to appoint them a suitable reward for their <lb xml:id="l9"/>own attendance &amp; trouble &amp; for paying their Clerk &amp; <lb xml:id="l10"/>other servants &amp; defraying the daily charge they are <lb xml:id="l11"/>put to, &amp; grownd their Petition upon their Commission <lb xml:id="l12"/><choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> bears that they shall be sufficiently rewarded: We <lb xml:id="l13"/>have considered the said Memorial, &amp; because the <lb xml:id="l14"/>buisiness of these Commissioners requires diligent attend<lb xml:id="l15"/>ance in their own persons &amp; constant circumspection at <lb xml:id="l16"/>the meltings, &amp; their trust in receiving the old money <lb xml:id="l17"/>by tale &amp; weight &amp; certifying the deficiency is also <lb xml:id="l18"/>considerable, We are humbly of opinion that they may <lb xml:id="l19"/>deserve for themselves &amp; <del type="strikethrough">for paying</del> their Clerk &amp; other <lb xml:id="l20"/>servants, <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">a</add> reward after the rate of two pence per <lb xml:id="l21"/>pound weight Troy of all the Ingots of silver delivered <lb xml:id="l22"/>from the melting pott to the Master of the Mint to <lb xml:id="l23"/>be coined.</p>
                
                <p xml:id="par2">And because these <choice><abbr>Comm<hi rend="superscript">rs</hi></abbr><expan>Commissioners</expan></choice> in conjunction with the <lb xml:id="l24"/>Bank of Scotland, act as common Importers for all the people<choice><orig> </orig><reg/></choice><lb xml:id="l25"/><del type="strikethrough">&amp; in their service</del>, &amp; do the buisiness <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> private Importers <lb xml:id="l26"/>must have otherwise done for themselves or procured to be <lb xml:id="l27"/>done at their own charge before their silver could have been <lb xml:id="l28"/>delivered into the Mint to be coined, &amp; are entrusted between <lb xml:id="l29"/>the <choice><abbr>Comm<hi rend="superscript"><del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">r</add>s</hi></abbr><expan>Commissioners</expan></choice> of the Equivalent &amp; th<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">e</add> people to keep an <choice><abbr>acc<hi rend="superscript">t</hi></abbr><expan>account</expan></choice> <lb xml:id="l30"/>of the importations &amp; their deficiency: the charge of im<lb type="hyphenated" xml:id="l31"/>ploying these <choice><abbr>Comm<hi rend="superscript">rs</hi></abbr><expan>Commissioners</expan></choice> is in our humble opinion to be put upon <lb xml:id="l32"/>the account of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Importers &amp; allowed out of Equivalent <lb xml:id="l33"/>as part of the losses <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> private persons sustein by the recoinage <lb xml:id="l34"/>of their money, this recoinag<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">e</add> being required by the Act of Vnion <lb xml:id="l35"/>&amp; being impracticable without this allowance, &amp; the Bank &amp; <fw type="catch" place="inline">Mel<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">t</add>er</fw><fw type="catch" place="bottomRight">being</fw><pb xml:id="p154v" n="154v"/> Melter being paid out of the same fund.</p>
