                <p xml:id="par3">In obedience to <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> Order of Reference <lb xml:id="l3"/>upon the Petitions of <choice><orig>I</orig><reg>J</reg></choice>ohn Pery &amp; others for supplying the <lb xml:id="l4"/>Mint with either Bla<del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">nc</add>ks or Plates of fine copper to be coined <lb xml:id="l5"/>into half pence &amp; farthings, We humbly represent that copper <lb xml:id="l6"/>money is at present very little wanted, but if it shall be <lb xml:id="l7"/>thought fit to put the coinage of such money into a standing method, We are humbly of opinion</p>
                
                <p xml:id="par4">That the whole coinage <del type="strikethrough">of such money</del> including the <lb xml:id="l8"/>making of the blanks, be done in the Mint it being unsafe to <lb xml:id="l9"/>have coin<del type="over">a</del><add place="over" indicator="no">i</add>ng Tools &amp; coinage abroad</p>
                
                <p xml:id="par5">That it be done of the cheapest fine copper <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> will <lb xml:id="l10"/>hammer when red hot &amp; is worth about 11<hi rend="superscript">d</hi> or 12<hi rend="superscript">d</hi> p<del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">er</add> <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">po</add>und <lb xml:id="l11"/>weight. In finer <del type="strikethrough">copper</del> &amp; dearer copper we may deceived <lb xml:id="l12"/>there being no certain test of the higher degrees of fineness, &amp; <lb xml:id="l13"/>the<del type="over"><unclear reason="del" cert="low">i</unclear></del><add place="over" indicator="no"><unclear reason="over">e</unclear></add><del type="cancelled"><unclear reason="del" cert="low">s</unclear></del> great price will tempt fals coiners to counterfeit <del type="over">it.</del><add place="over" indicator="no"><unclear reason="over" cert="high">the</unclear></add> <add place="lineEnd" indicator="no">money.</add></p>
                
                <p xml:id="par6">That it be done out of copper either hammered into plates <lb xml:id="l14"/>at the copper mills or cast into barrs or fillets at the Mint <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> <lb xml:id="l15"/>an addition of two or three ounces of Tinn to an hundred weight <lb xml:id="l16"/>of copper in fusion to make the metal runn close. The last <lb xml:id="l17"/>way <add place="supralinear" indicator="yes">is most conformable to the Coinage of Gold &amp; Silver &amp;</add> is cheapest by 2<hi rend="superscript">d</hi> in the pound weight<add place="inline" indicator="no">,</add> &amp; <add place="inline" indicator="no">is</add> there<add place="inline" indicator="no">fore</add> to be <lb xml:id="l18"/>preferred. For there will be least got by counterfeiting that <lb xml:id="l19"/>money whose workmanship i<del type="over"><unclear reason="del" cert="medium">t</unclear></del><add place="over" indicator="no">s</add> cheapest.</p>
                
                <p xml:id="par7">That this money <del type="strikethrough">may</del> be edged with such an edging as <lb xml:id="l20"/>may be fittest to prevent counterfeiting by casting.</p>
                
                <p xml:id="par8">That the stamp for avoiding frequent trouble to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Queen <lb xml:id="l21"/>&amp; Council in altering it, remain one &amp; the same <add place="supralinear" indicator="yes">as in the moneys of gold &amp; silver</add> unless it <lb xml:id="l22"/>shall be thought fit at any time upon any extraordinary <lb xml:id="l23"/>occasion <add place="supralinear" indicator="yes">by Order of Councill</add> to alter it</p>
                
                <p xml:id="par9">That an Importer be appointed to buy &amp; import the <lb xml:id="l24"/>copper <del type="strikethrough">the copper</del> by weight &amp; receive <del type="over">it</del><add place="over" indicator="no"><add place="supralinear" indicator="yes">the <add place="supralinear" indicator="yes">new</add> money</add></add> back by weight <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">&amp;</add> <lb xml:id="l25"/><del type="strikethrough">assay</del> tale &amp; put the same away. And that the Master &amp; Worker <lb xml:id="l26"/>for the time being, be charged &amp; discharged by his Note as in <lb xml:id="l27"/>the coinage of gold &amp; silver, &amp; be allowed a weigher &amp; teller for <lb xml:id="l28"/>weighing the copper &amp; telling the money between him &amp; the Im<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">p</add>orter <lb xml:id="l29"/>&amp; entring all receipts &amp; <choice><abbr>paym<hi rend="superscript">ts</hi></abbr><expan>payments</expan></choice>. And that if the copper prove not good <lb xml:id="l30"/>upon the assay the Master have power to refuse it. <add place="inline" indicator="no">And that a person</add>

                    <add place="inline" indicator="no">be appointed to survey the meltings &amp; the whole coinage</add></p>
                
                <p xml:id="par10">That all the charge of copper, coining tools, coinage <lb xml:id="l31"/>wages &amp; incidents be paid out of the profits of the coinage, <lb xml:id="l32"/><del type="strikethrough">&amp; that there be no</del> &amp; that there be no <del type="strikethrough">standing</del><add place="supralinear" indicator="no">perpetual</add> salaries <lb xml:id="l33"/>to increase the extrinsic value of the moneys. And that <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l34"/><del type="strikethrough">Accountant be</del> either <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Importer or the Master <del type="strikethrough">&amp; <add place="inline" indicator="no">be</add> allowed for his <lb xml:id="l35"/>trouble hazzards &amp; charges in cashkeeping &amp; accounting.</del><add place="supralinear" indicator="yes">be Accounted &amp; be allowed</add> for the same.</p>
                
                <p xml:id="par11">That a coinage of about 20 or 30 Tunns once in <lb xml:id="l36"/>three or four years or of 50 Tunns once in six or eight <lb xml:id="l37"/>years is sufficient for supplying the dayly loss &amp; wast of <lb xml:id="l38"/>the moneys already coined, &amp; may prove too much if the <lb xml:id="l39"/>counterfeiting of this money encreases. And that a <lb xml:id="l40"/>coinage of <del type="strikethrough">about</del> twenty or <del type="cancelled">30 tunns</del> thirty or at the <lb xml:id="l41"/>most 50 Tunns is abundantly sufficient at present.</p>
                
                <p xml:id="par12">That a coinage of such money from time to time may <lb xml:id="l42"/>be performed by one &amp; th<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">e</add><del type="cancelled"><gap reason="illgblDel" unit="chars" extent="2"/></del> same standing Commission, &amp; <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> <lb xml:id="l43"/>it be in the power of the Lord <choice><abbr>H.</abbr><expan>High</expan></choice> Treasurer or <choice><abbr>L<hi rend="superscript">ds</hi></abbr><expan>Lords</expan></choice> <choice><abbr>Comm<hi rend="superscript">rs</hi></abbr><expan>Commissioners</expan></choice> <lb xml:id="l44"/>of <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> <choice><abbr>Tr<hi rend="overline">ea</hi>ry</abbr><expan>Treasury</expan></choice> for the time being to <add place="supralinear" indicator="yes">appoint</add> by a particular warrant<choice><sic>.</sic><corr type="noText"/></choice> <lb xml:id="l45"/>the quantity of copper mony to be coined at <del type="strikethrough">the same</del><add place="supralinear" indicator="no">any</add> time: <lb xml:id="l46"/><choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> quantity should never be so great as to endanger any clamour.</p>
                
                <p xml:id="par13"><del type="strikethrough">And that the Accountant</del></p>
                
                <p rend="indent0" xml:id="par14">All which, &amp; whether a coinage shall be set on foot till <lb xml:id="l47"/>there be a greater want of such money, is most humbly <lb xml:id="l48"/>submitted to <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> great wisdome. <space dim="vertical" unit="lines" extent="3"/></p>
                
                <p xml:id="par15">And that when a coinage of such money shall be resolved upon <lb xml:id="l49"/>by her <choice><abbr>Ma<hi rend="superscript">ty</hi></abbr><expan>Majesty</expan></choice>, the<del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> Petitioners &amp; others who <del type="strikethrough">sell</del><add place="supralinear" indicator="yes">have</add> copper <del type="strikethrough">be considered</del><add place="supralinear" indicator="yes">works be treated <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice></add> &amp; his <lb xml:id="l50"/>copper chosen which is best coloured &amp; most malleable &amp; ch<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/>p<gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">eap</add>est of such sorts <lb xml:id="l51"/>of c<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>pper as will hammer when red hot.</p>
