                <p rend="center" xml:id="par1">Proposals for preserving &amp; encreasing the coyn of <lb xml:id="l1"/>this kingdom without hindring <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> freedom of <lb xml:id="l2"/>Trade. <space dim="vertical" unit="lines" extent="4"/></p>
                
                <p rend="center" xml:id="par2">For preventing the exportation of more Gold &amp; Silver <lb xml:id="l3"/>then is impor<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">t</add>ed. <space dim="vertical" unit="lines" extent="1"/></p>
                
                <p xml:id="par3">Vpon arrival of every merchant ship a Custome house Officer <lb xml:id="l4"/>to take an account <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>f all Gold &amp; Silver imported therein &amp; enter <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l5"/>same <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> exact weight of every species thereof in a Book for <lb xml:id="l6"/>that purpose &amp; give <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Merchant an indented Ticket conteining a <lb xml:id="l7"/>copy of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> said entry cut out from <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> said Book &amp; to stamp all <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l8"/>Barrs or Ingots with a stamp for that purpose. All this he shall do <lb xml:id="l9"/>gratis.</p>
                
                <p xml:id="par4">I<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">f</add> the Merchant within one year after the date of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> said <lb xml:id="l10"/>entry or Ticket shall bring the said Gold or <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">S</add>ilver or any part <lb xml:id="l11"/>thereof to the Mint to be coyned the Master of the Mint or his <lb xml:id="l12"/>Deputy shall gratis enter on <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> backside of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> said Ticket <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Species <lb xml:id="l13"/>gross weight &amp; standard weight of the Gold <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>r silver so brought in &amp; <lb xml:id="l14"/>coyned.</p>
                
                <p xml:id="par5">And upon delivering back <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> said Ticket at <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> C<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">u</add>stome-house, the <lb xml:id="l15"/>Merchant or his <del type="over">Dep</del><add place="over" indicator="no">A</add>ssignes may within one year after the Date <lb xml:id="l16"/>thereof <del type="over"><unclear reason="del" cert="low">im</unclear></del><add place="over" indicator="no">ex</add>port the uncoyned Gold or Silver mentioned therein or any <lb xml:id="l17"/>part thereof together with any summ of <add place="supralinear" indicator="yes">English</add> money not exceeding the <lb xml:id="l18"/>standard weight endorsed; paying the charge of coyning the money <lb xml:id="l19"/>exported. Wh<del type="over"><unclear reason="del" cert="low">e</unclear></del><add place="over" indicator="no">i</add>ch payment shall be kept apart <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Duty granted <lb xml:id="l20"/>by Act of Parliament for <choice><abbr>encouragem<hi rend="superscript">t</hi></abbr><expan>encouragement</expan></choice> of Coynage &amp; together with <lb xml:id="l21"/>it be paid into <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Exchequer &amp; thence imprest to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <choice><abbr>M<hi rend="superscript">r</hi></abbr><expan>Master</expan></choice> of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint <lb xml:id="l22"/>for the same uses.</p>
                
                <p xml:id="par6">The Ticket so deli<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">v</add>ered back to be filed in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Custome house <lb xml:id="l23"/>&amp; <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Exportation entred there <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> species &amp; weight of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> exported <lb xml:id="l24"/>Gold &amp; Silver coynd &amp; uncoyned. And if all the Gold or Silver menti<lb xml:id="l25"/>oned in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> said Ticket be not exported the remainder to be entred <lb xml:id="l26"/>&amp; <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Merchant to have gratis a new indented Ticket of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l27"/>first date for <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> sa<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">m</add>e. And also for so much as he exports to <lb xml:id="l28"/>have gratis a License under <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> hands of four <choice><abbr>Comm<hi rend="superscript">rs</hi></abbr><expan>Commissioners</expan></choice> of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l29"/>Customes.</p>
                
                <p xml:id="par7">No gold or silver to be exported in Bar<del type="over">s</del><add place="over" indicator="no">r</add>s or Ingots or molten <lb xml:id="l30"/>masses <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> have not the Custome house mark upon them, &amp; <add place="inline" indicator="no">to</add> counterfeit <lb xml:id="l31"/>that mark shall be felony.</p>

                <p xml:id="par8">A penalty for impressing that mark upon other gold or silver <lb xml:id="l32"/>then such as shall be found in the ship at its first arrival or <lb xml:id="l33"/>exporting Gold or Silver coynd or uncoynd without License or shipping <lb xml:id="l34"/>the same for exportation.</p>
                
                <p xml:id="par9">No gold or silver to be exported out of Ireland unless into <lb xml:id="l35"/>England upon pain of <space dim="horizontal" unit="chars" extent="13"/> And an account of all the <lb xml:id="l36"/>Gold &amp; Silver exported thence into England to be <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">s</add>ent monthly <lb xml:id="l37"/>from <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Cu<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">s</add>tom house in Dublin to that in London that <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Officers <lb xml:id="l38"/>here may enquire after it.</p>
                
                <p xml:id="par10">The <choice><abbr>Comm<hi rend="superscript">rs</hi></abbr><expan>Commissioners</expan></choice> of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Customes to take annually an <choice><abbr>Acc<hi rend="superscript">t</hi></abbr><expan>Account</expan></choice> of all <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l39"/>Gold &amp; Silver imported &amp; exported in all <choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">p</add>orts &amp; copies of the <lb xml:id="l40"/>summs of every species imported from &amp; exported to every place to <lb xml:id="l41"/>be sent to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <choice><abbr>Treary</abbr><expan>Treasury</expan></choice> the Council of Trade &amp; <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint. This last <lb xml:id="l42"/>might be done by order of Treasury the rest by Act of Parliament. <space dim="vertical" unit="lines" extent="5"/></p>
                
                <p xml:id="par11">Such a Law would render Trade free, even freer then 
                    <lb xml:id="l43"/>in Holland when Bullion exported pays to their Mint. It would 
                    <lb xml:id="l44"/>save the Merchant the trouble &amp;  charge of attending at Goldsmiths 
                    <lb xml:id="l45"/>Hall <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> his Bullion <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> discourages him from importing it. It would 
                    <lb xml:id="l46"/>secure us from <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> exportation of more Gold &amp; Silver then we 
                    <lb xml:id="l47"/>import much better then we are now secured by Custom house oaths<supplied reason="omitted">.</supplied>
                    <lb xml:id="l48"/>It  would put an end to the melting down of <choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> <del type="strikethrough">silver</del><add place="supralinear" indicator="no">money</add> for expor<lb xml:id="l49"/>tation &amp; exporting it by false oaths. It would raise the price of <lb xml:id="l50"/>money above that of Bullion as it ought to be by reason of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l51"/>workmanship, &amp; this would incline <add place="supralinear" indicator="yes">the Goldsmith to make plate of Bullion rather then of money &amp;</add> <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Merchant to increase <choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> coyn <lb xml:id="l52"/>by turning his Bullion into money contrary to what is done at p<choice><orig><hi rend="superscript">r</hi></orig><reg>re</reg></choice>sent <lb xml:id="l53"/>by reason of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> great price of Bullion. It would be profitable to <lb xml:id="l54"/>the Merchant by thus lowering the price of Bullion &amp; also by <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l55"/>use of his Gold &amp; Silver when turned into money. It would increase <lb xml:id="l56"/><choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> coyn as well by <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Merchants money running a<del type="over">b</del><add place="over" indicator="no">m</add>ongst us till <lb xml:id="l57"/>exportation as by what is not exported within the year. And it <lb xml:id="l58"/>would be of great credit to the nation by the Merchants exporting <lb xml:id="l59"/>their Gold &amp; Silver in the form of English money to be current <lb xml:id="l60"/>in forreign nations. For this would make us appear to them <lb xml:id="l61"/>more rich &amp; potent then we do at present &amp; thereby recommend <add place="supralinear" indicator="yes">&amp; encourage</add> <choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> <lb xml:id="l62"/>Ministers &amp; Merchants <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">i</add>n Treaties &amp; Trade. All this would be <lb xml:id="l63"/>done <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice>out any new charge to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Gover<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">n</add>ment.</p>
