                <p xml:id="par3"><del type="strikethrough">Vpon</del><add place="supralinear" indicator="no"><del type="strikethrough">In answer to</del></add><add place="infralinear" indicator="no">Vpon</add> <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> Reference of the 7<hi rend="superscript">th</hi> of August last concerning <lb xml:id="l2"/>the qualifications of the Petitioners for the Weigher &amp; Teller's place <lb xml:id="l3"/><del type="strikethrough">I <choice><sic>beleive</sic><corr>believe</corr></choice> it</del> <add place="supralinear" indicator="yes">I humbly conceive <add place="inline" indicator="no">it</add> not remote</add> <del type="strikethrough">my duty as</del><add place="supralinear" indicator="no"><del type="cancelled"><gap reason="illgblDel" unit="chars" extent="3"/></del></add> <add place="supralinear" indicator="yes">from our <del type="strikethrough">duty as</del> business as</add> Officers of the Mint to give your Lordships what <lb xml:id="l4"/>light <del type="strikethrough">I</del><add place="supralinear" indicator="no">we</add> can into the matter by laying before <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> faithfully &amp; <lb xml:id="l5"/>according to the best of <del type="strikethrough">my</del><add place="supralinear" indicator="no">our</add> knowledge <add place="supralinear" indicator="yes">or information</add> the qualifications &amp; services <lb xml:id="l6"/>of the Petitioners in Mint affairs: in <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> respect one of them <add place="supralinear" indicator="yes">at least</add> deserves <lb xml:id="l7"/>in <del type="strikethrough">point of</del> justice <del type="strikethrough">to be further mentioned</del><add place="supralinear" indicator="no">a particular character</add>. M<hi rend="superscript">r</hi> Haynes has been in <lb xml:id="l8"/>the Mint about 14 yeares except two short intermissions &amp; while <lb xml:id="l9"/>he ac<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">t</add>ed there had a general reputation amongst us for integrity, <lb xml:id="l10"/>sobriety good humour &amp; readiness in business. He has a steady hand, <lb xml:id="l11"/>writes very fairly, is a very good Accomptant &amp;skilled in all the <lb xml:id="l12"/>business of the Mint, &amp; in the Recoynage instructed the Officers and <lb xml:id="l13"/>Clerks of the five country Mints, &amp; did other great service. For <lb xml:id="l14"/>these reasons the Officers of the Mint (M<hi rend="superscript">r</hi> Neale M<hi rend="superscript">r</hi> Hall &amp; my self) <lb xml:id="l15"/>then recommended him earnestly to the Lords <choice><abbr>Comm<hi rend="superscript">rs</hi></abbr><expan>Commissioners</expan></choice> of his <choice><abbr>Maj<hi rend="superscript">ties</hi></abbr><expan>Majesties</expan></choice> <lb xml:id="l16"/>Treasury as <del type="strikethrough">the fitt</del><add place="supralinear" indicator="no">a fit</add> person to execute the Office of Comptroller under the <lb xml:id="l17"/>two late Comptrollers in that time of great business, &amp; when the Comp<lb type="hyphenated" xml:id="l18"/>trollers insisted on M<hi rend="superscript">r</hi> Berisford a stranger, M<hi rend="superscript">r</hi> Haynes was appointed <lb xml:id="l19"/>to take care of the Comptrollers business till M<hi rend="superscript">r</hi> Berisford could <lb xml:id="l20"/>qualify himself. Since the Recoynage M<hi rend="superscript">r</hi> Haynes has been imployed <lb xml:id="l21"/>in the Excise Office about two years by M<hi rend="superscript">r</hi> Hall above mentioned who <lb xml:id="l22"/>is able to give a further character of his abilities &amp; behaviour in <lb xml:id="l23"/>both Offices. Yet M<hi rend="superscript">r</hi> Neale in <del type="cancelled">both Offices</del> recompence of his services <lb xml:id="l24"/>&amp; of his examining &amp; setling the Accompts of the five country Mints <lb xml:id="l25"/>continued him his Clerk <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> a salary of 100<hi rend="superscript"><hi rend="overline">li</hi></hi> <choice><orig>ꝑ</orig><reg>per</reg></choice> <choice><abbr>a<hi rend="overline">n</hi></abbr><expan>annum</expan></choice> duly paid till <lb xml:id="l26"/>his death December 99: which salary being now ceased M<hi rend="superscript">r</hi> Haynes <lb xml:id="l27"/>has nothing remaining <del type="strikethrough">from the Government</del> in lieu of a setled business <lb xml:id="l28"/><choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> as he represents was of more profit &amp; <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> at the instance of <lb xml:id="l29"/>some of the principal Officers of the Mint he quitted to serve the <lb xml:id="l30"/>Publick in the Recoynage in hopes of being further considered <lb xml:id="l31"/>when there should be an opportunity, so that at present he <add place="supralinear" indicator="yes">accounts himself</add> <del type="cancelled">is</del> <lb xml:id="l32"/>a loser by that service <add place="supralinear" indicator="yes"><unclear reason="hand" cert="low">and</unclear> his Clerk's place <del type="cancelled"><gap reason="illgblDel" unit="words" extent="1"/> M<hi rend="superscript">r</hi> H.</del> in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Excise Office should be recconed into the bargain<choice><sic>.</sic><corr type="noText"/></choice></add>. By reason of his abilities I have ever since <lb xml:id="l33"/>wished for him back into the Mint and if he be not now brought

                    back, as he has been once already when we could not be without him, <lb xml:id="l34"/>he may be so engaged in other business that we cannot have him <lb xml:id="l35"/>when we may want him. If any of the principal Officers or their <lb xml:id="l36"/>Clerks or Deputies should at any time dye or leave the Mint, M<hi rend="superscript">r</hi> <lb xml:id="l37"/>Haynes is qualified to assist till the place can be supplied anew that <lb xml:id="l38"/>the bu<del type="over"><gap reason="illgblDel" unit="chars" extent="3"/></del><add place="over" indicator="no">sin</add>ess of the Mint receive no s<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">t</add>op, &amp; upon any extraordinary <lb xml:id="l39"/>occasion to help in <choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> accompts or other business of the Office of <lb xml:id="l40"/>Receipt: For we want men of skill. <del type="strikethrough">And if the other Officers of the <lb xml:id="l41"/>Mint know an abler person I desire they will name him to <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> Lordships.</del><add place="supralinear" indicator="no"><del type="strikethrough">M<hi rend="superscript">r</hi> Haynes</del><add place="supralinear" indicator="no">He</add> is a stranger to me but</add> <lb xml:id="l42"/>Exact weighing <add place="supralinear" indicator="yes">the credit of the Mint</add> &amp; good dispatch of business <del type="strikethrough">in the Mint is principally my con<lb xml:id="l43"/>cern</del> is my interest.</p>
