                <p rend="center" xml:id="par1">To the <choice><abbr>Hon<hi rend="superscript">ble</hi></abbr><expan>Honourable</expan></choice> the Knights Citizens &amp; Burgesses in <choice><abbr>Parliam<hi rend="superscript">t</hi></abbr><expan>Parliament</expan></choice> assembled <lb type="intentional" xml:id="l1"/>the humble Petition of William Chaloner Gent. Sheweth</p>
                
                <p xml:id="par2">That <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Pet<hi rend="superscript">r</hi></abbr><expan>Petitioner</expan></choice> did in the last sessions of <choice><abbr>Parliam<hi rend="superscript">t</hi></abbr><expan>Parliament</expan></choice><add place="inline" indicator="no"><hi rend="superscript">1</hi></add> discover several <lb xml:id="l2"/>abuses committed in the Mint &amp;<add place="inline" indicator="no"><hi rend="superscript">2</hi></add> shewed by what methods false money wa<del type="over"><gap reason="over" unit="chars" extent="1"/></del><add place="over" indicator="no">s</add> <lb xml:id="l3"/>coyned,<add place="inline" indicator="no"><hi rend="superscript">3</hi></add> that laws might more effectually be made <del type="strikethrough">against</del> to prevent the same <lb xml:id="l4"/>&amp;<add place="supralinear" indicator="no"><del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del></add> severall Acts were accordingly made against it, &amp;<add place="inline" indicator="no"><hi rend="superscript">4</hi></add> then some of the Mint <lb xml:id="l5"/>threatned by some means to prosecute him &amp; take away his life <lb xml:id="l6"/>before the next sessions of Parliament,<add place="inline" indicator="no"><hi rend="superscript">5</hi></add> telling him that this <choice><abbr>Hon<hi rend="superscript">ble</hi></abbr><expan>Honourable</expan></choice> <lb xml:id="l7"/>House had no power to meddle with the affairs of the Mint. therefore <lb xml:id="l8"/>they would not obey the Order made by a Committee of this <choice><abbr>Hon<hi rend="superscript">ble</hi></abbr><expan>Honourable</expan></choice> House</p>
                
                <p xml:id="par3">That <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> said Committee<add place="supralinear" indicator="no">5</add> promised <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Pet<hi rend="superscript">r</hi></abbr><expan>Petitioner</expan></choice> he should suffer no dam<lb type="hyphenated" xml:id="l9"/>mage for his dis<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">c</add>overies about the Mint &amp; by <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> directions of this <choice><abbr>Hon<hi rend="superscript">ble</hi></abbr><expan>Honourable</expan></choice> <lb xml:id="l10"/>House a member thereof did represent <del type="over">the</del><add place="over" indicator="no">hi</add><add place="inline" indicator="no">s</add> case to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> King &amp; his <choice><abbr>Maj<hi rend="superscript">ty</hi></abbr><expan>Majesty</expan></choice> <lb xml:id="l11"/>was pleased to say that he should suffer no dammage for the said <lb xml:id="l12"/>matters, yet they committed him to Newgate &amp; kept him in Irons <lb xml:id="l13"/>for seven weeks alledging that he had abused the Mint in <choice><abbr>Parliam<hi rend="superscript">t</hi></abbr><expan>Parliament</expan></choice> &amp; <lb xml:id="l14"/>they did falsly &amp; illegally preferr a bill of <choice><abbr>Indictm<hi rend="superscript">t</hi></abbr><expan>Indictment</expan></choice> against him <lb xml:id="l15"/>but could bring no evidence against him to prove it altho they <lb xml:id="l16"/>used strange methods to procure something<add place="inline" indicator="no">.</add> <del type="cancelled">against</del> For many <lb xml:id="l17"/>witnesses have made oath before a Iudge of the Kings Bench &amp; <lb xml:id="l18"/>some Iustices of <del type="cancelled">the</del> peace, that some of the Mint have imployed <lb xml:id="l19"/>&amp; given Privilege to several persons to coyn false money <choice><sic>(</sic><corr type="noText"/></choice>who <lb xml:id="l20"/>put it away among the subjects for good <choice><sic>(</sic><corr type="noText"/></choice>all which was done <lb xml:id="l21"/>with an intent to draw him into coyning to take his life away <lb xml:id="l22"/>&amp; the better to effect the same they allowed the said persons money <lb xml:id="l23"/>from time to time to buy tools &amp; to carry on the said conspiracy <lb xml:id="l24"/>against <del type="over"><supplied reason="illgblDel" cert="low">the</supplied></del><add place="over" indicator="no"><choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice></add> <del type="cancelled">Kings</del> <choice><abbr>Pet<hi rend="superscript">rs</hi></abbr><expan>Petitioners</expan></choice> life. But all their endeavours could not <lb xml:id="l25"/>get him to be concerned in coyning, but on the contrary he <lb xml:id="l26"/>hath made it his business for a considerable time past to find out <lb xml:id="l27"/>the Treasons &amp; Conspiracies against the King &amp; Kingdome &amp; <lb xml:id="l28"/>thereby hath discovered many who have been convicted for the <lb xml:id="l29"/>same, &amp; was this year writing a book of the present state of <lb xml:id="l30"/>the Mint &amp; the defects thereof (as he promised the said <choice><abbr>Comm<hi rend="superscript">ee</hi></abbr><expan>Committee</expan></choice>) <lb xml:id="l31"/><choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> he hoped would have been of service to the publick. But <lb xml:id="l32"/>the Mint having notice of it they committed him to <supplied reason="blotDel">Newgate</supplied> Prison <lb xml:id="l33"/>&amp; so prevented him from doing it. All <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> can be proved if this <lb xml:id="l34"/><choice><abbr>honble</abbr><expan>honourable</expan></choice> <del type="over"><unclear reason="del" cert="medium">h</unclear></del><add place="over" indicator="no">H</add>ouse is pleased to require it.</p>
                
                <p xml:id="par4">That <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Pet<hi rend="superscript">r</hi></abbr><expan>Petitioner</expan></choice> is utterly ruined by his endeavours to serve the King <lb xml:id="l35"/>&amp; Kingdom &amp; by his discoveries against the Mint to this <choice><abbr>Hon<hi rend="superscript">ble</hi></abbr><expan>Honourable</expan></choice> House</p>
                
                <p xml:id="par5"><choice><abbr>Yo<hi rend="superscript">r</hi></abbr><expan>Your</expan></choice> <choice><abbr>Pet<hi rend="superscript">r</hi></abbr><expan>Petitioner</expan></choice> therefore most humbly plays that this <choice><abbr>Hon<hi rend="superscript">ble</hi></abbr><expan>Honourable</expan></choice> House will <lb xml:id="l36"/>be pleased to consider his great sufferings &amp; ruined condition as <lb xml:id="l37"/>being incapable of providing for himself &amp; family by what he <lb xml:id="l38"/>intended for the service of the Publick &amp; grant him such redress <lb xml:id="l39"/>as shall seem best in <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> Honours great Wisdom &amp; Iustice</p>

                <p rend="center" xml:id="par8">An Answer to Mr Chaloner's Petition.</p>
                
                <p xml:id="par9">M<hi rend="superscript">r</hi> Chaloner before a Committee of the last sessions of <choice><abbr>Parliam<hi rend="superscript">t</hi></abbr><expan>Parliament</expan></choice> <lb xml:id="l40"/>laboured to accuse &amp; vilify the Mint &amp; approve himself a more <lb xml:id="l41"/>skilfull coyner then they that he might be made their supervisor <lb xml:id="l42"/>&amp; then supply Tho. Holloway with Tools out of the Tower to <lb xml:id="l43"/>counterfeit his own milled money by a way <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> he then concealed <lb xml:id="l44"/>from that <choice><abbr>Hon<hi rend="superscript">ble</hi></abbr><expan>Honourable</expan></choice> Committee, boasting secretly that he would fun the <lb xml:id="l45"/><del type="strikethrough">being</del> <add place="supralinear" indicator="no"><choice><abbr>Parliam<hi rend="superscript">t</hi></abbr><expan>Parliament</expan></choice></add> as he had done the King &amp; Bank before. And while he was <lb xml:id="l46"/>upon this designe I gave the Chairman of that <choice><abbr>Hon<hi rend="superscript">ble</hi></abbr><expan>Honourable</expan></choice> Committee <lb xml:id="l47"/>minutes for a new Act of <choice><abbr>Parliam<hi rend="superscript">t</hi></abbr><expan>Parliament</expan></choice> against Coyners &amp; the Act was <lb xml:id="l48"/>afterwards drawn up by some of the Iudges &amp; Officers of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l49"/>Mint &amp; brought into the House of Lords without M<hi rend="superscript">r</hi> Chaloners assistance.</p>
                
                <p xml:id="par10">About the end of that Sessions M<hi rend="superscript">r</hi> Neale (as I have heard) <lb xml:id="l50"/>moved the House to give leave that M<hi rend="superscript">r</hi> Chaloner might be prosecu<lb type="hyphenated" xml:id="l51"/>ted for taxing the Mint with coyning great quantities of false money <lb xml:id="l52"/>but I do not know that there was any designe or menace to <lb xml:id="l53"/>prosecute him for anything else then that calumny &amp; much less to <lb xml:id="l54"/>take away his life. Nor did I ever hear any one pretend that <lb xml:id="l55"/>the <choice><abbr>Hon<hi rend="superscript">ble</hi></abbr><expan>Honourable</expan></choice> House of Commons had no power to meddle with <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l56"/>Affairs of the Mint or that their Committee <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> then sat had not <lb xml:id="l57"/>all the power <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> the House thought fit to give them: but when <lb xml:id="l58"/>the Committee sent an order to me about preparing an <del type="over">e</del><add place="over" indicator="no">E</add>dger for <lb xml:id="l59"/>M<hi rend="superscript">r</hi> Chaloner to grove new money, I told M<hi rend="superscript">r</hi> Chaloner that in <lb xml:id="l60"/>regard of an Oath <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> I had taken I could not safely carry him <lb xml:id="l61"/>to the Workmen of the Mint about it, but if he would give me <lb xml:id="l62"/>directions I would take care of the matter; but M<hi rend="superscript">r</hi> Chaloner refusing <lb xml:id="l63"/>to give me directions (as he ought to have done by that Order I <lb xml:id="l64"/>directed the workmen<del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> (without him) to grove some half crowns <lb xml:id="l65"/>shillings &amp; sixpences &amp; carried them to the Committee.</p>
                
                <p xml:id="par11">That his <choice><abbr>Ma<hi rend="superscript">ty</hi></abbr><expan>Majesty</expan></choice> by order of this <choice><abbr>Hon<hi rend="superscript">ble</hi></abbr><expan>Honourable</expan></choice> House was now moved in <lb xml:id="l66"/>behalf of M<hi rend="superscript">r</hi> Chaloner I did not hear till after I had committed him <lb xml:id="l67"/><choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> I <gap reason="blotDel" unit="chars" extent="4"/> was moved to do because he stood charged <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> new designes <lb xml:id="l68"/>of counterfeiting Bills &amp; Money forreign &amp; domestick. And particularly <lb xml:id="l69"/>upon the rising of the last sessions of Parliament he advised Tho. <lb xml:id="l70"/>Holloway to take a house in the Country convenient for coyning &amp; <lb xml:id="l71"/>agreed with him that he should find materials &amp; teach Holloway <lb xml:id="l72"/>to coyn &amp; Holloway &amp; his brother <choice><orig>I</orig><reg>J</reg></choice>ohn should coyn together at <lb xml:id="l73"/>that house &amp; they three should share the money so made. And <lb xml:id="l74"/>accordingly Tho. Holloway did take a house at Egham in Surrey &amp; <lb xml:id="l75"/>Chaloner did make some progress in teaching him &amp; his brother <lb xml:id="l76"/>&amp; in preparing coyning tools, &amp; for doing this &amp; having coyned very <lb xml:id="l77"/>great summs of Gold &amp; not for offending the Mint he was committed <lb xml:id="l78"/>&amp; prosecuted. But the principal witness fled into Scotland &amp; the Indict<lb xml:id="l79"/>ment being drawn wrong two others of the Witnesses were afterwards <fw type="catch" place="bottomRight">drawn</fw><pb xml:id="p498r" n="498r"/>drawn off to swear against it &amp; against the Mint, altho by swearing <lb xml:id="l80"/>on both sides their credit fell &amp; to draw off the Kings witnesses &amp; <lb xml:id="l81"/><choice><sic>&amp;</sic><corr type="noText"/></choice> swear them against the King gravells prosecutions &amp; renders it dan<lb xml:id="l82"/>gerous for any<del type="strikethrough"><unclear reason="del" cert="low">on</unclear></del> man to prosecute &amp; is therefore accounted a mis<lb xml:id="l83"/>demeanour.</p>
                
                <p xml:id="par12">There are divers witnesses that M<hi rend="superscript">r</hi> Chaloner last spring &amp; <lb xml:id="l84"/>Summer was forward to coyn &amp; I do not know or beleieve that any <lb xml:id="l85"/>privilege or direction was given by any of the Mint to draw him <lb xml:id="l86"/><del type="over">in</del><add place="over" indicator="no">or</add> his confederates in or that any conspiracy was made against <lb xml:id="l87"/>him or any money given to buy coyning tools. Neither can I <lb xml:id="l88"/>find that he did ever make it his business to find out any trea<lb type="hyphenated" xml:id="l89"/>sons or conspiracies against the King &amp; Kingdom but what were <lb xml:id="l90"/>of his own contriving, as in the case of the Printers. And as <lb xml:id="l91"/>for his intended book about the Mint I heard nothing of it <lb xml:id="l92"/>till I saw it mentioned in his printed case &amp; therefore did not <lb xml:id="l93"/>commit him for that book. When I had committed him he told <lb xml:id="l94"/>me he had written a book about preventing the counterfeiting <lb xml:id="l95"/>of Bills &amp; offered to let me see it, but said nothing of any <lb xml:id="l96"/>book intended by him about <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint.</p>
                
                <p xml:id="par13">If therefore he be ruined tis by his endeavouring not to <lb xml:id="l97"/>serve the King &amp; Government as he pretends but to coyn false <lb xml:id="l98"/>money. And if he would <add place="supralinear" indicator="yes">but</add> let the <add place="supralinear" indicator="yes">money &amp;</add> Government alone &amp; return <lb xml:id="l99"/>to his trade of Japanning, he is not so far ruined <del type="over">t</del><add place="over" indicator="no">b</add>ut that <lb xml:id="l100"/>he may still live as well as he did seven years ago when <lb xml:id="l101"/>he left of that trade &amp; raised himself by coyning.</p>
