    <p rend="right" xml:id="par1"><hi rend="large">C</hi>onsiderations relating to the Advancing <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> price of Tinn</p>
    
    <p rend="indent0" xml:id="par2">Itt evidently appeares that as great quantityes of Tinne are 
        <lb xml:id="l1"/>raised out of the <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">e</add>arth every yeare so there are great 
        <lb xml:id="l2"/>quantityes yearly consumed &amp; the Consumption is as greate as the 
        <lb xml:id="l3"/>production, for that in some thousands of yeares there is noe 
        <lb xml:id="l4"/>stock beforehand other than what is occasiond by Impediments 
        <lb xml:id="l5"/>and stoppidge of Trade, by meanes off the Warre and what is in 
        <lb xml:id="l6"/>her <choice><abbr>Ma<hi rend="superscript">ties</hi>:</abbr><expan>Majesties</expan></choice> hands is wanted in Germany &amp; Hungary for Tinning 
        <lb xml:id="l7"/>of Lattin plates, which are wanted all over the w<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>rld, of if they <lb xml:id="l8"/>were they supplyed in the straights it would make a great hole 
        <lb xml:id="l9"/>in her <choice><abbr>Ma<hi rend="superscript">ties</hi>:</abbr><expan>Majesties</expan></choice> tinne, or were the Trades men supplyed generally 
        <lb xml:id="l10"/>as they will be if <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">T</add>yn be five pounds the tun dearer in the 
        <lb xml:id="l11"/>warehouse than on the wharfe at Landing out of the ships <lb xml:id="l12"/>for then they will have not twenty dayes Tinne among them all over <lb xml:id="l13"/>this Citty or in Holland, or other places where her <choice><abbr>Ma<hi rend="superscript">tie</hi>:</abbr><expan>Majestie</expan></choice> hath 
        <lb xml:id="l14"/>any Tinne. so that there is noe more Tinne before 
        <lb xml:id="l15"/>hand now than formerly only itts hinderd from goeing its 
        <lb xml:id="l16"/>rounde and what ever is too much in one place is wanted in 
        <lb xml:id="l17"/>another, and there is noe feare of Tinne lyeing on her 
        <lb xml:id="l18"/><choice><abbr>Ma<hi rend="superscript">ties</hi>:</abbr><expan>Majesties</expan></choice> handes, for as the Trade hath required it &amp; consumed 
        <lb xml:id="l19"/>it for thousands of yeares, so there is noe dainger of its noncontinnuan<add place="supralinear" indicator="yes">ce</add> 
        <lb xml:id="l20"/>so to doe, for that there is noe more raysed than formerly.</p>
    
    <p rend="indent0" xml:id="par3">Another Consideration for advancing the price of Tinne is 
        <lb xml:id="l21"/>that it must be had for all the uses by which it is consumed 
        <lb xml:id="l22"/>if it were twenty pounde the hundred waight, viz. a Copper 
        <lb xml:id="l23"/>Kettle of 60<hi rend="superscript"><hi rend="overline">l</hi></hi>: waight att 20<hi rend="superscript">d</hi>: the pounde come to five pounds 
        <lb xml:id="l24"/>and half a pound of Tinne will Tinne it tho it shall not be 
        <lb xml:id="l25"/>2 ounces the heavyer but the rest is wasted and this half 
        <lb xml:id="l26"/>pounde of Tinne cost 4<hi rend="superscript">d</hi>: but if Tinne were Advanced to 
        <lb xml:id="l27"/>20<hi rend="superscript"><hi rend="overline">l</hi></hi>: the hundred the half pounde would cost 21<hi rend="superscript">d</hi>: and 
        <lb xml:id="l28"/>can it be supposed that if the Tinne did cost 21<hi rend="superscript">d</hi>: for tinning 
        <lb xml:id="l29"/>a Kettle of five pounds price that there would be one Kettle 
        <lb xml:id="l30"/>the Lesse tinned in a year. there are hundreds of tunns 
        <lb xml:id="l31"/>used &amp; Consumed by Tinning of Copper yearly.</p>
    
    <p xml:id="par4">The Tin plates consume hundreds of Tunns yearly and a 
        <lb xml:id="l32"/>farthing worth of Tinne will Tinne a plate &amp; if Tinne were 
        <lb xml:id="l33"/>advanced to 20<hi rend="superscript"><hi rend="overline">l</hi></hi>: the hundred &amp; this plate did take 5 farthings

        Worth of Tinne, they must be had &amp; without Tinne they 
        <lb xml:id="l34"/>are of noe use.</p>
    
    <p rend="indent0" xml:id="par5">They cannot glaze Earthen ware without Tinne &amp; if not <lb xml:id="l35"/>glazed tis Nothing worth.</p>
    
    <p rend="indent0" xml:id="par6">The Masons cannot Pollish <choice><sic>Mable</sic><corr>Marble</corr></choice> without <del type="over"><gap reason="illgblDel" unit="chars" extent="3"/></del><add place="over" indicator="no">Pu</add>tty &amp; Putty 
        <lb xml:id="l36"/>is Made of tinne the Iewellers Iapannners, Ioyners, Glasiers
        <lb xml:id="l37"/>glasse grinders &amp; many other Trades use putty which must 
        <lb xml:id="l38"/>be had if Tinne be neaver so deare 100 sortes of smale 
        <lb xml:id="l39"/>Iron are whitened will Tinne I will instance in sterrops 
        <lb xml:id="l40"/>or bridle bitts which take not up half a farthing worth 
        <lb xml:id="l41"/>of Tinne &amp; can it be thought if Tinn were 5 times the price 
        <lb xml:id="l42"/>that there would be a pair of sterrops the lesse made in a 
        <lb xml:id="l43"/>year. In like Manner should you goe over all the 
        <lb xml:id="l44"/>perticulers by which Tinne is consumed – as it is all 
        <lb xml:id="l45"/>consumed except a smale Matter <add place="supralinear" indicator="yes">in Pewter</add> which is noe Consumpti<choice><orig><hi rend="overline">o</hi></orig><reg>on</reg></choice> 
        <lb xml:id="l46"/>neither is it other than the dust in the ballance in 
        <lb xml:id="l47"/>comparison of what hath <choice><sic>ben</sic><corr>been</corr></choice> consumed. I say if I goe 
        <lb xml:id="l48"/>over all and every perticuler by which tin is consumed <lb xml:id="l49"/>so farr as ever I could finde, And there would be noe <lb xml:id="l50"/>lesse consumed if tinne were 20<hi rend="superscript"><hi rend="overline">l</hi></hi>: the hundred 
        <lb type="intentional" xml:id="l51"/>how reasonable can it then be thought to bring it to 5<hi rend="superscript"><hi rend="overline">l</hi></hi>: 5<hi rend="superscript">s</hi>: <space dim="vertical" unit="lines" extent="1"/></p>
    
    <p rend="indent0" xml:id="par7">Another consideration is, the People who pay this advance 
        <lb xml:id="l52"/>and they are 4 parts in 5 foraighners by the Custome house 
        <lb xml:id="l53"/>bookes it is but 3partes in 4 but Not a boy that goes in a ship <lb xml:id="l54"/>to a place proper for it but will have a little <choice><sic>peice</sic><corr>piece</corr></choice> of Tinn <lb xml:id="l55"/>in his Chest &amp; there are a greate many whole blocks runne <lb xml:id="l56"/>in Cornwall that neaver are founde on this Custom house <lb xml:id="l57"/>books. <choice><orig>i</orig><reg>I</reg></choice>t may fairly be computed that 4 partes in 5 <lb xml:id="l58"/>of the Advance will be so much Treasure comeing into <lb xml:id="l59"/>the Nation so that <del type="strikethrough">for</del> every penny we paye wee gett 4<hi rend="superscript">d</hi>: <lb xml:id="l60"/><del type="strikethrough">to th</del> and the higher tin is advanced in Reason the <lb xml:id="l61"/>great is the Advantage of the Nation. &amp; that smale <lb xml:id="l62"/>parte that comes upon the Nation is not felt for the <lb xml:id="l63"/>consumption doth not feell the price &amp; as pewter is noe <lb xml:id="l64"/>consumption so they that buy pewter are noe loosers <lb xml:id="l65"/>for that their pewter will <choice><sic>yeild</sic><corr>yield</corr></choice> their mony again. <choice><orig>i</orig><reg>I</reg></choice>f <lb xml:id="l66"/>they loose the Makeing &amp; that the<del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">y</add> must have do<choice><orig>u</orig><reg>w</reg></choice>ne <lb xml:id="l67"/>if it had <choice><sic>ben</sic><corr>been</corr></choice> never so cheap &amp; they gayn more by the

        rise than the Advance on the smale Matter they buy doth <lb xml:id="l68"/>amount to because all the Pewter they had before is more <lb xml:id="l69"/>worth &amp; they buy pewter but on an extraordinary occasion when <lb xml:id="l70"/>they have mony to Spare as a sea man when he receives <lb xml:id="l71"/>his paye a farmer when his cattle comes to a good Market <lb xml:id="l72"/>a trademan upon a good Bargain will geive their witnes <lb xml:id="l73"/>some New fancy of Pewter and at such times they doe <lb xml:id="l74"/>not feel it.</p>
    
    <p rend="indent0" xml:id="par8">Another consideration is, if wee Intende to Advance the <lb xml:id="l75"/>wellfare of the Nation. there are but 2 wayes &amp; that is by <lb xml:id="l76"/>our own Comodityes or by Forraighn Co<choice><orig><hi rend="overline">m</hi></orig><reg>mm</reg></choice>odityes &amp; if wee <lb xml:id="l77"/>cannot <del type="strikethrough">advance the <unclear reason="del" cert="high">w</unclear></del> enrich the nation by Foraighn <lb xml:id="l78"/>Co<choice><orig><hi rend="overline">m</hi></orig><reg>mm</reg></choice>odityes we must doe it by our own &amp; if by our own <lb xml:id="l79"/>shore it must be by Makeing the best price that they <lb xml:id="l80"/>will beare, and of all the Comodityes of England I know <lb xml:id="l81"/>nowe stands so faire as Tinne.</p>
    
    <p rend="indent0" xml:id="par9">Why should we be affraid of Tinne comeing From we know <lb xml:id="l82"/>now where. The Dutch are not affraid to Advance their <lb xml:id="l83"/>spice because spice trees may be planted in other <lb xml:id="l84"/>countryes I know noe reason we have to feare daingers <lb xml:id="l85"/>that were neaver seen nor heard <choice><sic>off</sic><corr>of</corr></choice>.</p>

    <p rend="indent0" xml:id="par10"><add place="lineBeginning" indicator="no">4</add> Cornwall I hope after 5 yeares will come in For a share <lb xml:id="l86"/>For if ever wee gett up the price again I hope wee shall looke <lb xml:id="l87"/>Sharpe to keep it up by another Farm, for nothing but a Farm <lb xml:id="l88"/>can helpe us.</p>
    
    <p rend="center" xml:id="par11">Six Remakes <choice><sic>Incoraging</sic><corr>Encouraging</corr></choice> the Advance <space dim="vertical" unit="lines" extent="1"/></p>
    
    <p rend="indent0" xml:id="par12"><add place="lineBeginning" indicator="no">1</add> All the Tinne in the world is in her <choice><abbr>Ma<hi rend="superscript">ties</hi>:</abbr><expan>Majesties</expan></choice> hands or by <choice><abbr>Manadgm<hi rend="superscript">t</hi></abbr><expan>Manadgment</expan></choice> <lb xml:id="l89"/>as safe as if it were.</p>
        
    <p rend="indent0" xml:id="par13"><add place="lineBeginning" indicator="no">2</add> All Tinne hath <choice><sic>ben</sic><corr>been</corr></choice> consumed hitherto and will be Consumed <lb xml:id="l90"/>if Neaver so deare the Advance doth not hinder Consumption</p>
    
    <p rend="indent0" xml:id="par14"><add place="lineBeginning" indicator="no">3</add> what ever Tin is in any other place is consumed &amp; hath itts <lb xml:id="l91"/>way so as if it should be brought to any Markett of ours <lb xml:id="l92"/>its will be wanted where it went before.</p>
    
    <p rend="indent0" xml:id="par15"><add place="lineBeginning" indicator="no">4</add> Her <choice><abbr>Ma<hi rend="superscript">tie</hi>:</abbr><expan>Majestie</expan></choice> hath Absolute Power &amp; unquestionable Right to <lb xml:id="l93"/>advance it.</p>
