    <p xml:id="par3"><hi rend="large">The</hi> Peti<del type="over"><unclear reason="del" cert="medium">on</unclear></del><add place="over" indicator="no">ti</add>on of M<hi rend="superscript">r</hi> Charles Fryth for an allowance in his <lb xml:id="l2"/>Accompts now depending, of 370<hi rend="superscript"><hi rend="overline">li</hi></hi> 8<hi rend="superscript">s</hi> 9<hi rend="superscript">d</hi> upon two Tickets <add place="supralinear" indicator="yes">of the Master &amp; Worker</add> of Chester <lb xml:id="l3"/>Mint, <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> the Report of the <choice><abbr>Comm<hi rend="superscript">rs</hi></abbr><expan>Commissioners</expan></choice> of Excise upon it, we received <lb xml:id="l4"/>30<hi rend="superscript">th</hi> March 1702 &amp; in obedience to the Order of the then Lords <lb xml:id="l5"/><choice><abbr>Comm<hi rend="superscript">rs</hi></abbr><expan>Commissioners</expan></choice> of the Treasury upon them we have enquired into the matter <lb xml:id="l6"/>&amp; humbly represent that we see no reason for that allowance. For <lb xml:id="l7"/>M<hi rend="superscript">r</hi> Fryth imported into Chester Mint several parcells <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">of</add> hammered <lb xml:id="l8"/>money before Lady day 1697 for all which he received new monies <lb xml:id="l9"/>before the end of Iuly f<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>llowing &amp; endorsed the receipts on the backside <lb xml:id="l10"/>of all the Master &amp; Workers Tickets under his own hand <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> endorse<lb type="hyphenated" xml:id="l11"/>ments are ready to be produc<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">e</add>d, the last payment being of 345<hi rend="superscript">li</hi>. 16<hi rend="superscript">s</hi>. <del type="over"><unclear reason="del" cert="low">2</unclear></del><add place="over" indicator="no">3</add><hi rend="superscript">d</hi> <lb xml:id="l12"/>in new monies due upon th<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">e</add> last Ticket as M<hi rend="superscript">r</hi> Halley Comptroller of <lb xml:id="l13"/>that Mint is ready to attest.     <p rend="indent0" xml:id="par4">The two last <add place="supralinear" indicator="yes">of <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> Tickets</add> are those for <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> an allowance is petitioned, &amp; in discharge <lb xml:id="l15"/>of all four amounting to 1177<hi rend="superscript">li</hi>. 18<hi rend="superscript">s</hi>. 9<hi rend="superscript">d</hi>. M<hi rend="superscript">r</hi> Fryth by a misrecconing <lb xml:id="l16"/>hath received 1200<hi rend="superscript">li</hi> <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> is 22<hi rend="superscript">li</hi>. 1<hi rend="superscript">s</hi>. 3<hi rend="superscript">d</hi> too much.</p>
    
    <p xml:id="par5">For the <del type="strikethrough">two</del> first of these four Tickets <del type="strikethrough">dated in May</del><add place="supralinear" indicator="no">N<hi rend="superscript">o</hi> 149</add> became payable <lb xml:id="l17"/>about the middle of August <del type="strikethrough">following</del><add place="supralinear" indicator="no">1697</add> &amp; M<hi rend="superscript">r</hi> Fryth drew on the Officers <lb xml:id="l18"/>of that Mint two Bills ready to be produced the one of Aug. 18 for <lb xml:id="l19"/>300<hi rend="superscript"><hi rend="overline">li</hi></hi> (the payment of <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> was en<del type="over">d</del><add place="over" indicator="no">t</add>ered at the foot of the Bill <del type="cancelled">&amp;</del> <lb xml:id="l20"/><del type="strikethrough">in the books of the Mint</del> in part of th<del type="over">e</del><add place="over" indicator="no">i</add><add place="inline" indicator="no">s</add> Ticket N<hi rend="superscript">o</hi> 14<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">9</add>) &amp; the other of <lb xml:id="l21"/>Aug 19 for 100<hi rend="superscript">li</hi>. These Bills were paid by Williams (M<hi rend="superscript">r</hi> Neale's Cler<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">k</add>) <lb xml:id="l22"/>in the absenc<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">e</add> of M<hi rend="superscript">r</hi> Lewis <add place="supralinear" indicator="yes">&amp; entered by the Clerks of the Mint in their books in part of N<choice><orig/><reg><hi rend="superscript"><supplied reason="omitted">o</supplied></hi></reg></choice> 149</add>, and afterwards M<hi rend="superscript">r</hi> Fryth received of M<hi rend="superscript">r</hi> Lewis <lb xml:id="l23"/>&amp; concealing from him the two first payments made by Williams amounting to <lb xml:id="l24"/>400<hi rend="superscript"><hi rend="overline">li</hi></hi>, <del type="cancelled">they</del> deducted from the <del type="strikethrough">said</del> two first <add place="supralinear" indicator="yes">of the said four</add> Tickets amounting to 807<hi rend="superscript">li</hi>. 10<hi rend="superscript">s</hi>. <lb xml:id="l25"/>the two last payments only amounting to 300<hi rend="superscript"><hi rend="overline">li</hi></hi> &amp; <del type="cancelled">M<hi rend="superscript">r</hi> Fryth</del> received from

        M<hi rend="superscript">r</hi> Lewis a Note for the remaining 507<hi rend="superscript">li</hi>. 10<hi rend="superscript">s</hi>, &amp; delivering in the <lb xml:id="l26"/>Tickets signed the discharge of them Octob 25 in the Master &amp; Workers <lb xml:id="l27"/><del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">B</add>ook of Receipts ready to be produced. Whereas all the four payments <lb xml:id="l28"/>amounting to 700<hi rend="superscript"><hi rend="overline">li</hi></hi> should have been deducted &amp; the Note should have <lb xml:id="l29"/>been only for 107<hi rend="superscript">li</hi> 10<hi rend="superscript">s</hi> the just remainder. And this misrecconing of <lb xml:id="l30"/>400<hi rend="superscript"><hi rend="overline">li</hi></hi> is the occasion of the controversy.</p>
    
    <p xml:id="par6">Vpon this Note made erroneously for 507<hi rend="superscript">li</hi>. 10<hi rend="superscript">s</hi> M<hi rend="superscript">r</hi> Fryth received <lb xml:id="l31"/>500<hi rend="superscript">li</hi> at three payments, viz<hi rend="superscript">t</hi> 150<hi rend="superscript">li</hi> <choice><orig>ꝑ</orig><reg>per</reg></choice> Bill of Octob. 26, 300<hi rend="superscript">li</hi> <choice><orig>ꝑ</orig><reg>per</reg></choice> Bill of Nov.  <lb xml:id="l32"/>19 &amp; 50<hi rend="superscript">li</hi> <choice><orig>ꝑ</orig><reg>per</reg></choice> Bill of Dec. 4: all <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> Bills drawn upon the Officers of the <lb xml:id="l33"/>Mint by M<hi rend="superscript">r</hi> Fryth are ready to be produced &amp; the receipts are acknow<lb xml:id="l34"/>ledged by him. Had the <del type="over">n</del><add place="over" indicator="no">N</add>ote been made only for 109<hi rend="superscript"><hi rend="overline">li</hi></hi>. 10<hi rend="superscript">s</hi> as it ought <lb xml:id="l35"/>to have been this Note &amp; the two last Tickets would have amounted <lb xml:id="l36"/>only to 477<hi rend="superscript">li</hi>. 18<hi rend="superscript">s</hi>. 9<hi rend="superscript">d</hi> in discharge of <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> M<hi rend="superscript">r</hi> Fryth hath received 500<hi rend="superscript">li</hi> <lb xml:id="l37"/><choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> is too much by 22<hi rend="superscript">li</hi>. 1<hi rend="superscript">s</hi>. 3<hi rend="superscript">d</hi></p>
    
    <p xml:id="par7">After these seven payments amounting to 1200<hi rend="superscript">li</hi> the misrecconing <lb xml:id="l38"/>was discovered &amp; M<hi rend="superscript">r</hi> Fryth demanding several times more money <lb xml:id="l39"/>was as often told by the Officers of that Mint that he had already <lb xml:id="l40"/>received more money by a misrecconing then was due to him &amp; ought <lb xml:id="l41"/>to refund 22<hi rend="superscript">li</hi>. 1<hi rend="superscript">s</hi>. 3<hi rend="superscript">d</hi> &amp; cancel the Tickets. To which M<hi rend="superscript">r</hi> Fryth <lb xml:id="l42"/>has not yet given a satisfactory answer tho we have now <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">w</add>ritten <lb xml:id="l43"/>to him twice about it.</p>
    
    <p xml:id="par8">This we take to be the true state of the matter, <add place="supralinear" indicator="yes">so far as we c<supplied reason="damage">an</supplied> understand it <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice>out an opportunity of hearing both parties face to face</add> &amp; the same <lb xml:id="l44"/>is confirmed by the annexed testimony of M<hi rend="superscript">r</hi> Halley Comptroller of <lb xml:id="l45"/>that Mint, &amp; by M<hi rend="superscript">r</hi> Fryth's Bills drawn upon the Officers of that Mint <lb xml:id="l46"/>&amp; the entry of the payments in the Books of that Mint ready to be <lb xml:id="l47"/>produced.</p>
    
    <p xml:id="par9">We are therefore humbly of opinion that the two Tickets upon <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> M<hi rend="superscript">r</hi> <lb xml:id="l48"/>Fryth petitions for an allowance are already paid off tho not cancelled &amp; that <lb xml:id="l49"/>he <add place="supralinear" indicator="yes">should</add> make up his Accompts <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> the Queen without any credit allowed him upon <lb xml:id="l50"/>them &amp; that in his Accompts he be also charged with the 22<hi rend="superscript">li</hi>. 1<hi rend="superscript">s</hi>. 3<hi rend="superscript">d</hi>. For <lb xml:id="l51"/>the Note being for money due upon the Tickets, whatever money M<hi rend="superscript">r</hi> <lb xml:id="l52"/>Fryth received upon this Not <del type="strikethrough"><unclear reason="del" cert="medium">more</unclear> three was d</del> ought to be set off upon <lb xml:id="l53"/>the Tickets, &amp; so much as he received upon this Note more then was due <lb xml:id="l54"/>to him upon the Tickets her Majesty is defrauded of unless he account <lb xml:id="l55"/>for it.</p>
    
    <p xml:id="par10">For <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> reason if there were any private dealings between M<hi rend="superscript">r</hi> <lb xml:id="l56"/>Fryth &amp; the Officers of that Mint by <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> he knowingly received any <lb xml:id="l57"/>money whatsoever out of the Treasury of that Mint <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> was not due <lb xml:id="l58"/>to him out of that Treasur<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">y</add> for silver imported, we are humbly of <lb xml:id="l59"/>opinion that he ought to refund it to her Majesty</p>
    
    <p xml:id="par11">Or at least <add place="inline" indicator="no"><choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice></add> in passing his Accompts <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> her Majesty <del type="over"><gap reason="illgblDel" unit="chars" extent="3"/></del><add place="over" indicator="no">all</add> Accompts <add place="supralinear" indicator="yes">in dispute</add> between
