    <p xml:id="par1"><add place="lineBeginning" indicator="no">In</add> <choice><orig>T</orig><reg>t</reg></choice>he Clause in the Coinage Act of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> 7<hi rend="superscript">th</hi> of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Queen; for issuing out of <lb xml:id="l1"/>the Exchequer any part of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Coinage moneys not exceeding 1200<hi rend="superscript">li</hi> per <choice><abbr>a<hi rend="overline">n</hi></abbr><expan>annum</expan></choice> <lb xml:id="l2"/>for the Salaries of the Mint in Scotland <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">&amp;</add> for repairing <lb xml:id="l3"/>that Mint &amp; providing necessaries <add place="supralinear" indicator="yes">the moneys</add> should not have <add place="supralinear" indicator="yes">been</add> restrained <del type="strikethrough">the coinage <lb xml:id="l4"/>moneys</del> to those services <del type="strikethrough">but have</del> <add place="supralinear interlinear" indicator="yes">but have been issued for the use &amp; service of the Mint so that the weight<supplied reason="copy">s</supplied> <lb xml:id="l5"/>have been a<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">p</add>plied to any part of the service</add><choice><orig/><reg>.</reg></choice> All the <add place="supralinear" indicator="yes">coinage</add> moneys issued <del type="strikethrough">to the Mint</del> <lb xml:id="l6"/>from the Exchequer <add place="supralinear" indicator="yes">of great Britain</add> to the Master &amp; Worker of the Mint in England are <lb xml:id="l7"/>issued for the use &amp; service of th<del type="over">at</del><add place="over" indicator="no">is</add> Mint <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">w</add>i<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">t</add>hout <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">r</add>estraining them to any <lb xml:id="l8"/>particular services, &amp; the Officers of th<del type="over">e</del><add place="over" indicator="no">i</add><add place="inline" indicator="no">s</add> Mint apply them too particular <lb xml:id="l9"/>services taking care that no more be <del type="strikethrough">applied</del> issued out of the <choice><abbr>Excheq<hi rend="superscript">r</hi></abbr><expan>Exchequer</expan></choice>  <add place="supralinear" indicator="yes">or Treasury</add> of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l10"/>Mint for Salaries<add place="inline" indicator="no">,</add> <del type="cancelled">&amp;</del> Repairs <add place="supralinear" indicator="yes">&amp; necessaries</add> then are allowed by Act of Parliament for <lb xml:id="l11"/>those services. And in like manner all the moneys issued from the Exche<lb xml:id="l12"/>quer of great Britain to the Mint in Scotland, should be issued <del type="cancelled">not</del> to the <lb xml:id="l13"/>Master &amp; Worker (not to the General) <del type="cancelled">of that Mint.</del> for the use &amp; service <lb xml:id="l14"/>of that Mint without restraining them to particular services &amp; the <lb xml:id="l15"/>Officers of that Mint should issue them from their Exchequer or Treasury <lb xml:id="l16"/>to particular services taking care that no more moneys be applied to sala<supplied reason="foxed">ries</supplied> <lb xml:id="l17"/>repairs &amp; Incidents then are allowed by Act of <choice><sic>Parilament</sic><corr>Parliament</corr></choice>. For by the Act <lb xml:id="l18"/>of <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">V</add>nion a Mint is to be continued in Scotland under the same Rules <lb xml:id="l19"/>as the Mint in England. The clause therefore for issuing 1200<hi rend="superscript">li</hi> per <lb xml:id="l20"/><choice><abbr>a<hi rend="overline">n</hi></abbr><expan>annum</expan></choice> for salaries repairs &amp; inci<add place="supralinear" indicator="yes">d</add>ents is either to be rectified or dropt. Had <lb xml:id="l21"/>that clause <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">be</add>en for issuing 1200<hi rend="superscript"><hi rend="overline">li</hi></hi> for the use &amp; service <add place="supralinear" indicator="yes">of the Mint</add> in general <lb xml:id="l22"/><del type="strikethrough">it would have s<gap reason="illgblDel" unit="chars" extent="2"/> <gap reason="illgblDel" unit="chars" extent="3"/></del> that no money might have sufficed for the whole <lb xml:id="l23"/>charge of that Mint including the coinage, as it did in the reign of King <lb xml:id="l24"/><choice><orig>I</orig><reg>J</reg></choice>ames II &amp; <choice><abbr>K.</abbr><expan>King</expan></choice> William. <del type="cancelled">For At which <gap reason="illgblDel" unit="words" extent="1"/></del> For setting this matter right <lb xml:id="l25"/>therefore the following amendments to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Bill are proposed. <space dim="vertical" unit="lines" extent="1"/></p>
    
    <p xml:id="par2">By the Act of Vnion a Mint is to be continued in Scotland under the same Rules <lb xml:id="l26"/>as the Mint in England. And therefore all the <del type="strikethrough">moneys</del> coinage money for Scot<lb type="hyphenated" xml:id="l27"/>land should be issued out of the Exchequer <del type="strikethrough">for that Mint</del><add place="supralinear" indicator="no">of Great Britain</add> to the Master &amp; <lb xml:id="l28"/>Worker <del type="strikethrough">of that Mint</del> (not to the General) for the use &amp; service of that Mint <lb xml:id="l29"/><add place="supralinear lineBeginning" indicator="yes"><del type="strikethrough">in general</del></add> &amp; applied <add place="supralinear" indicator="yes">not by the Warrants of the Treasury but</add> by the Officers of th<del type="over">e</del><add place="over" indicator="no">a</add><add place="inline" indicator="no">t</add> Mint to particular uses, those Officers taking <lb xml:id="l30"/>care that no greater summ be applied to Salaries, Repairs of Buildings &amp; <lb xml:id="l31"/>incidents then the Co<del type="over"><unclear reason="del" cert="low">n</unclear></del><add place="over" indicator="no">i</add>nage Act allows. For this is the Constitution of the <lb xml:id="l32"/>Mint in England setled by <del type="strikethrough">Act of Parliament.</del> the Coinage Acts<choice><orig> </orig><reg/></choice><del type="strikethrough"><gap reason="illgblDel" unit="chars" extent="3"/></del>.</p>
    
    <p xml:id="par3">In the Coinage Act of the 7<hi rend="superscript">th</hi> of the Queen, there is a clause for <lb xml:id="l33"/>issuing from the <choice><abbr>Excheq<hi rend="superscript">r</hi></abbr><expan>Exchequer</expan></choice> of Great Britain <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="2"/></del> any summ not exceeding <lb xml:id="l34"/>1200<hi rend="superscript">li</hi> to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint in Scotland <del type="strikethrough">&amp; all this money is restrained to <del type="cancelled"><unclear reason="del" cert="low">Sall</unclear></del> the <lb xml:id="l35"/>Salaries Repairs of buildings &amp; <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="3"/></del> &amp; In<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">c</add>idents, <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del></del><add place="supralinear" indicator="no">for salaries <del type="strikethrough">&amp; repairs of Buildings</del></add>
        Had this money been issued <lb xml:id="l36"/><add place="supralinear lineBeginning" indicator="yes">in general terms</add> for the use &amp; service of that Mint <add place="supralinear" indicator="yes">as it ought to have been by the Act of Vnion</add> it might have sufficed for defraying all <lb xml:id="l37"/>the charges of that Mint including the coinage, as <del type="strikethrough"><del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> before the Vnion</del> in <lb xml:id="l38"/>the reign of King <choice><orig>I</orig><reg>J</reg></choice>ames II &amp; King William, the whole charge in those days <lb xml:id="l39"/>not exceeding <del type="strikethrough"><del type="cancelled">1200</del> 16000 pounds Scots <add place="supralinear" indicator="yes">that it</add> <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="2"/></del></del> 1200 pounds sterling <add place="supralinear" indicator="yes">one year with another</add>. But they who drew <lb xml:id="l40"/>up that Clause have <del type="strikethrough">limited the</del> restrained all this money to Salaries <lb xml:id="l41"/>repairs &amp; incidents <add place="supralinear" indicator="yes">without taking care of the coinage</add> &amp; now come to the Parliament for <del type="strikethrough">more mon</del> <del type="strikethrough">4 or</del> <lb xml:id="l42"/>500<hi rend="superscript"><hi rend="overline">li</hi></hi> more out of the coinage Duty for <del type="strikethrough">their coinage.</del> carrying on a <lb xml:id="l43"/>coin<lb xml:id="l44"/>age <add place="supralinear" indicator="yes">in Scotland</add>. And thus the coinage moneys are taken away from the Mint in Englan<supplied reason="foxed">d</supplied> <lb xml:id="l45"/><del type="strikethrough">to be squandered away in Scotland.</del> <del type="strikethrough">for paying of Pensions</del> <del type="strikethrough">&amp; turned into Pensions</del></p>
    
    <p xml:id="par4">For <del type="strikethrough">remedying this <choice><sic><unclear reason="del" cert="medium">mischeief</unclear></sic><corr type="noText"/></choice></del><add place="supralinear" indicator="no">preserving th<del type="over">e</del><add place="over" indicator="no">i</add><add place="inline" indicator="no">s</add> Mint <del type="strikethrough">in England</del> &amp; reducing the Mint in Scotland to the same <add place="supralinear lineEnd" indicator="yes">Rules</add></add> the following amendments <del type="strikethrough">are proposed</del> to the <lb xml:id="l46"/>Bill are here proposed.</p>

After the words [duly put in Execution] add [with relation <lb xml:id="l47"/>to the Mint <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>r Mints in England.</p>

    <p xml:id="par7">The first Amendment is for voiding the aforesaid irregular clause in the <lb xml:id="l48"/>Coinage Act of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> 7<hi rend="superscript">th</hi> of the Queen. The second is for setting the Mint of <lb xml:id="l49"/>Scotland upon the same <del type="strikethrough">foot</del><add place="supralinear" indicator="no">Rules</add> <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> the Mint in England as it ought to be by <lb xml:id="l50"/>the Act of Vnion.</p>
