    <p rend="indent10" xml:id="par2"><hi rend="larger">A</hi>ne <hi rend="large">M</hi>emoriall concerning <hi rend="large">Her Majesties</hi> Mint at Edinburgh in North Britain</p>
    <p rend="indent10" xml:id="par3">Given in the Generall and other officers there</p>
    
    <p rend="indent0" xml:id="par4"><hi rend="larger">Sheweth</hi></p>
    
    <p xml:id="par5"><hi rend="large">That</hi> by the act of Parliament made in Scotland the fourteen day of Iune One thousand six hundred <lb xml:id="l1"/>and eightie six years Entitled ane act anent ane humble offer to his <choice><abbr>Ma<hi rend="superscript">tie</hi></abbr><expan>Majestie</expan></choice> for ane imposition upon certain <lb xml:id="l2"/>Commodities for defraying the expence of a free coynage and other matters relating to the mint The whole offices <lb xml:id="l3"/>and these things to be performed by each officer is fully expressed and what sallaries is due to them for their <lb xml:id="l4"/>pains is particularly therein mentioend As likeways the fund for the defraying of the charge of a free coynage <lb xml:id="l5"/>which at that time was laid on upon goods imported to Scotland And as the act bears was to be applyed for <lb xml:id="l6"/>the use forsaid In these words <hi rend="large">viz</hi> And his <choice><abbr>Ma<hi rend="superscript">tie</hi></abbr><expan>Majestie</expan></choice> with advise and Consent of the Estates of Parliament <lb xml:id="l7"/>Doeth hereby appropriat and sett apart the forsaid exposition <unclear reason="hand" cert="low">attenarly</unclear> for the use of the said Mint and <lb xml:id="l8"/>the supporting the Charge of a free coynage and his <choice><abbr>Ma<hi rend="superscript">tie</hi></abbr><expan>Majestie</expan></choice> with advice and Consent ot the Estates of <lb xml:id="l9"/>Parliament aforsaid doeth hereby Command and require the locksmen and Collectors of his Customes <lb xml:id="l10"/>and their deputs to keep the said imposition a part by it self and to pay the same quarterly to the Lords <lb xml:id="l11"/>Commissioners of His <choice><abbr>Ma<hi rend="superscript">ties</hi></abbr><expan>Majesties</expan></choice> Treasurie deput for the time being who are hereby required to <lb xml:id="l12"/>keep the said moneys and impositions a part by itself separat and distinct from all other his <choice><abbr>Ma<hi rend="superscript">ties</hi></abbr><expan>Majesties</expan></choice> customes <lb xml:id="l13"/>and revenues and his <choice><abbr>Ma<hi rend="overline">t</hi>ies</abbr><expan>Majesties</expan></choice> Cash keeper or receivers are herein Commanded to keep a part the said moneys <lb xml:id="l14"/>in a secure Chest by it self whereof Generalls or Master of the Mint is to have one key and the Cash keeper <lb xml:id="l15"/>or receivers ane other key and the said Chest not to be opened with out the Generall or Master of <lb xml:id="l16"/>the Mint be present nor shall the said moneys be delyvered but at such times as His <choice><abbr>Ma<hi rend="superscript">tie</hi></abbr><expan>Majestie</expan></choice> or his Privie <lb xml:id="l17"/>Council shall think fitt to the Generall and Master of the Mint for payment of the Sallaries of the officers <lb xml:id="l18"/>thereof and for defraying the expence and charge and charge of a free coynage But since the Vnion these imposi<lb type="hyphenated" xml:id="l19"/>tions upon goods which was to defray the forsaid Charge and expence is <unclear reason="hand" cert="low">fentzied</unclear> by the duities being made <lb xml:id="l20"/>equall to those in England befor the Vnion.</p>
    
    <p xml:id="par6">Of late there was a Collector of the Bullion appointed to receive the same and he now being dead <lb xml:id="l21"/>a considerable sum remains in his executors hands which should satisfie and defray the forsaid <lb xml:id="l22"/>charge of the free coynage and officers sallaries as aforsaid and those that does manage his children <lb xml:id="l23"/>and successors affairs now think themselves straitned to give out the money of the bullion in their <lb xml:id="l24"/>Custodie So that there is <unclear reason="hand" cert="low">No</unclear> terms wanting to the officers of the Mint of their sallaries in respect they <lb xml:id="l25"/>have no authorit<del type="over">y</del><add place="over" indicator="no">a</add>tive warrand for payment thereof And because that the 15<hi rend="superscript">th</hi> article of the treatie <lb xml:id="l26"/>of Vnion appoints that the recoinage of the moneys and the expence thereof should be made good <lb xml:id="l27"/>out of the equivalent</p>
    
    <p rend="indent0" xml:id="par7">Since the Vnion Her <choice><abbr>Ma<hi rend="superscript">tie</hi></abbr><expan>Majestie</expan></choice> has been pleased to sett down her orders and instructions to the <lb xml:id="l28"/>officers of Her Mint here That both Her <choice><abbr>Ma<hi rend="superscript">ties</hi></abbr><expan>Majesties</expan></choice> Mint<add place="inline" indicator="no">s</add> may be uniform, in their working these <lb xml:id="l29"/>instructions with all application have been following and obeyed But for want of those <lb xml:id="l30"/>encouragements there is like to be demurr for want of orders for payment of the sallaries and <lb xml:id="l31"/>expences there is like ways by Her <choice><abbr>Ma<hi rend="superscript">ties</hi></abbr><expan>Majesties</expan></choice> order new Clerks appointed <hi rend="large">viz</hi> one to the Master <lb xml:id="l32"/>ane other to the Warden and a third to the Counter warden or Comptroller who have all attended <lb xml:id="l33"/>and done their duitie and have received noe <unclear reason="hand" cert="medium">fies</unclear> This with all submission is laid befor <lb xml:id="l34"/>your <choice><abbr>Lop</abbr><expan>Lordship</expan></choice> that you may give such directions as you shall think fitt Which is the desire <lb xml:id="l35"/>of your <choice><abbr>Lops</abbr><expan>Lordships</expan></choice> obedient and most humble Servant</p>
