                <p xml:id="par1">The Act of 18 Caroli. II, chap v saith <hi rend="underline">that no moneys leviable &amp; 
                    <lb xml:id="l1"/>payable  by this Act shall be applied or <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">c</add>onverted to any use or uses 
                    <lb xml:id="l2"/>whatsoever  other then to the defraying the charge or expence of the 
                    <lb xml:id="l3"/>Mint or Mints  &amp;</hi><choice><orig> <del type="cancelled">of</del> <del type="blockStrikethrough">[that]</del> </orig><reg><hi rend="underline"> </hi></reg></choice><hi rend="underline">of the Assaying, melting down wast &amp; 
                        <lb xml:id="l4"/>coinage of <del type="cancelled">the</del> Gold &amp; Silver into the said  Mint or Mints there to be coyned</hi> &amp;c. 
                    <lb xml:id="l5"/>The first is the charge of supporting a standing mint, the second is the 
                    <lb xml:id="l6"/>further charge of carrying  on the coinage in that Mint. And by the 
                    <lb xml:id="l7"/>next clause of the Act the  first is limited to 3000<hi rend="superscript"><hi rend="overline">li</hi></hi> per <choice><abbr>a<hi rend="overline">n</hi></abbr><expan>annum</expan></choice> <add place="supralinear" indicator="yes">to prevent  extravagance the other  left unlimited <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">b</add>ecause the</add> <add place="infralinear" indicator="no">coinage is not to be stinted but encouraged</add>. The words 
                    <lb xml:id="l8"/>are:  <hi rend="underline">And it is hereby further enacted, That there shall not be issued 
                        <lb xml:id="l9"/>out of the Exchequer of the said moneys, in any one year for <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> fees 
                        <lb xml:id="l10"/>&amp; salaries of  the Officers of the Mint or Mints &amp; towards the pro<lb type="hyphenated" xml:id="l11"/>viding maintaining  &amp; repairing of the Houses Offices &amp; Buildings &amp; 
                        <lb xml:id="l12"/>other</hi><choice><orig> <del type="blockStrikethrough">[standing]</del> </orig><reg><hi rend="underline"> </hi></reg></choice><hi rend="underline">necessaries for assaying melting down &amp; coyning 
                            <lb xml:id="l13"/>above the summ of  three thousand pounds sterling money, &amp; the 
                            <lb xml:id="l14"/>overplus of the said  moneys so kept or to be kept as aforesaid shall 
                            <lb xml:id="l15"/>be employed for  &amp; t<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>wards th</hi><choice><orig>e <del type="blockStrikethrough">[contingent]</del> </orig><reg><hi rend="underline">e </hi></reg></choice><hi rend="underline">expence wast &amp; charge 
                                <lb xml:id="l16"/>of assaying  melting down &amp; coynage &amp; buying in of gold &amp; silver</hi> 
                    <lb xml:id="l17"/>to  coyne, &amp; not otherwise. Here the charge of salaries &amp; buildings  
                    <lb xml:id="l18"/><choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> their appurtenances necessary for constituting a Mint (such  as <add place="supralinear" indicator="yes">are</add> con<lb xml:id="l19"/>venient chimneys hearths floors &amp; places for Furnaces &amp; other instru<lb xml:id="l20"/>ments) are limited to three thousand pounds; &amp; the overplus is for 
                    <lb xml:id="l21"/>defraying the chargs <del type="cancelled">of</del> arising by the coynage <del type="strikethrough">viz<hi rend="superscript">t</hi> for</del> <add place="supralinear" indicator="yes">such as <del type="strikethrough"><gap reason="illgblDel" unit="chars" extent="4"/></del> are</add> the charge of 
                    <lb xml:id="l22"/>stationary ware for the Clerks, ballances &amp; weights for <del type="cancelled">the</del> several offices,
                    <lb xml:id="l23"/>Furnaces, cuppels, water silver, Aqua fortis <add place="supralinear" indicator="yes">&amp; charcoal</add> for the  Assay-Office, 
                    <lb xml:id="l24"/>refining &amp; allay for bringing the silver &amp; gold to standard, <add place="supralinear" indicator="yes">Flasks</add>  Furnaces
                    <lb xml:id="l25"/>melting &amp; wast in the <del type="cancelled"><unclear reason="del" cert="medium">Ass</unclear></del> Melting house, Mills  Dyes &amp; coining <add place="supralinear" indicator="yes">&amp; in other Offices</add>. And in <lb xml:id="l26"/>this sense the Act has been constantly understood as may appear <lb xml:id="l27"/>by the <del type="strikethrough">constant</del> old <choice><abbr>Acc<hi rend="superscript">ts</hi></abbr><expan>Accounts</expan></choice> of the Warden &amp; Master.</p>
                
                <p xml:id="par2">For in those <choice><abbr>Acc<hi rend="superscript">ts</hi></abbr><expan>Accounts</expan></choice> the salaries upon the establishment of the <lb xml:id="l28"/>Indenture <del type="cancelled"><choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice></del> amounted to 2600<hi rend="superscript"><hi rend="overline">li</hi></hi> &amp; <del type="strikethrough">the<unclear reason="del" cert="low">re</unclear> charge of repairs <add place="supralinear" indicator="yes"><del type="strikethrough">of buildings</del></add> <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> came <lb xml:id="l29"/>to two or three &amp; sometimes almost 400<hi rend="superscript"><hi rend="overline">li</hi></hi>, took up allmost all the <lb xml:id="l30"/>three thousand pounds &amp; left no room</del> there remained only 400<hi rend="superscript">l</hi> <lb xml:id="l31"/>for the <add place="supralinear" indicator="yes">providing &amp;</add> repair<del type="over">s</del><add place="over" indicator="no">i</add><add place="infralinear" indicator="no">ng</add> of buildings <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> <add place="supralinear" indicator="yes">usually</add> amounted to two or three hundred <lb xml:id="l32"/>&amp; sometimes almost 400<hi rend="superscript"><hi rend="overline">li</hi></hi> <del type="over">.</del><add place="over" indicator="no">p</add><choice><orig><hi rend="superscript">r</hi></orig><reg>er</reg></choice> <del type="strikethrough">All other charges were de</del><add place="supralinear" indicator="no"><choice><abbr>a<hi rend="overline">nn</hi></abbr><expan>annum</expan></choice></add> Whence I gather <lb xml:id="l33"/>that from time of making the Act these were recconed the charges <lb xml:id="l34"/>of supporting the Mint <add place="supralinear" indicator="no">&amp;</add> all other charges were recconed <add place="inline" indicator="no">in</add>to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> coinage &amp; <lb xml:id="l35"/>incidents.</p>
                
                <p xml:id="par3"><del type="blockStrikethrough"><add place="inline" indicator="no">[</add>About 8 <add place="supralinear" indicator="yes">or 9</add> years ago I ordered an extraordinary salary of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Wardens <lb xml:id="l36"/>second Clerk amounting to 40<hi rend="superscript">li</hi> per <choice><abbr>a<hi rend="overline">n</hi></abbr><expan>annum</expan></choice> to be included in the 3000<hi rend="superscript"><hi rend="overline">li</hi></hi>. This salary <lb xml:id="l37"/>is now extinct. Ten pounds ha<del type="over">s</del><add place="over" indicator="no">v</add><add place="inline" indicator="no">e</add> been added to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> surveyors salary &amp; 15<hi rend="superscript"><hi rend="overline">li</hi></hi> taken <lb xml:id="l38"/>from the Graver's &amp; ten from <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Smith's. So that the salaries are now 25<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">8</add>5<hi rend="superscript"><hi rend="overline">li</hi></hi> <lb xml:id="l39"/>per <choice><abbr>an<hi rend="overline">n</hi></abbr><expan>annum</expan></choice>.<add place="inline" indicator="no">]</add> 
                    <del type="strikethrough">And 5<hi rend="superscript"><hi rend="overline">li</hi></hi> more may be hereafter added to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> that of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Assaym<hi rend="superscript">rs</hi></del> <lb xml:id="l40"/><del type="cancelled">Clerk</del>
                    But the salaries of the Clerks are too small.<add place="inline" indicator="no">]</add></del></p>
                
                <p xml:id="par4">In the 4<hi rend="superscript">th</hi> and 5<hi rend="superscript">t</hi> year of her <choice><abbr>M<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">a</add><hi rend="superscript">ts</hi></abbr><expan>Majestys</expan></choice> reign <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">a</add>n Act passed for <lb xml:id="l41"/>enlarging the sum of 3<del type="over"><unclear reason="del" cert="low">5</unclear></del><add place="over" indicator="no">0</add>00 to that of 3500<hi rend="superscript"><hi rend="overline">li</hi></hi> &amp; in the Preamble to <lb xml:id="l42"/>the Act are these words: 
                    <hi rend="underline">And whereas th<del type="over">a</del><add place="over" indicator="no">e</add> said 3000<hi rend="superscript"><hi rend="overline">li</hi></hi> has been by expe<lb xml:id="l43"/>rience found not to be sufficient, &amp; the residue of the moneys arising <lb xml:id="l44"/>by the said <del type="cancelled">Act</del> Coynage Act is appropriated as in the said Act is mentioned<supplied reason="foxed">.</supplied> <lb xml:id="l45"/>Be it therefore enacted &amp;</hi><choice><orig>c</orig><reg><hi rend="underline">c</hi></reg></choice>. <del type="cancelled">W</del><choice><orig>Here</orig><reg/></choice> <add place="supralinear" indicator="yes">+</add>

                    <choice><orig/><reg>Here</reg></choice> the words <hi rend="underline">appr<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>priated as in the said Act <lb xml:id="l48"/>is mentioned</hi>, were certainly intended not to alter the sense of the former Act <lb xml:id="l49"/><del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> or to signify any <del type="strikethrough"><gap reason="illgblDel" unit="chars" extent="1"/></del> other appropriation then what is mentioned<del type="strikethrough">, nor</del> in that Act

                <p xml:id="par6">In the Accounts for the year 1712 the salaries upon the Indenture payable <lb xml:id="l53"/>by the Warden amount<del type="strikethrough">s</del> unto 1435<hi rend="superscript"><hi rend="overline">li</hi></hi>, those payable by the Master unto 1080<hi rend="superscript"><hi rend="overline">li</hi></hi> <lb xml:id="l54"/>The Gravers Aprentice 35<hi rend="superscript"><hi rend="overline">li</hi></hi>. The Smith Assistant to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Gravers 40<hi rend="superscript"><hi rend="overline">li</hi></hi>. The Mony<lb xml:id="l55"/>ers 400. The buildings in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Wardens Account in one Article 389<hi rend="superscript"><hi rend="overline">li</hi></hi> 2<hi rend="superscript">s</hi>, in <lb xml:id="l56"/>another 11. 13. 6. Total 3290<hi rend="superscript"><hi rend="overline">li</hi></hi>. 15. 6. Besides 40<hi rend="superscript"><hi rend="overline">li</hi></hi> to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Wardens 2<hi rend="superscript">s</hi> Clerk <lb xml:id="l57"/>now ceased. The charge of furnaces amounting to 64<hi rend="superscript"><hi rend="overline">li</hi></hi> 13<hi rend="superscript">s</hi> &amp; those of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l58"/>Assay Office &amp; <add place="supralinear" indicator="yes"><unclear reason="hand" cert="low">refinin<del type="over"><gap reason="del" unit="chars" extent="1"/></del><add place="over" indicator="no">g</add></unclear></add> amounting to 129. 19. 8 arise from the coinage &amp; so <lb xml:id="l59"/>are not within the <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">3</add>500<hi rend="superscript">li</hi>, &amp; the <del type="strikethrough">same in</del> fees at <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <choice><abbr>Excheq<hi rend="superscript">r</hi></abbr><expan>Exchequer</expan></choice> are <lb xml:id="l60"/>deducted from t<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">h</add>e money before it comes into <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> treasury of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint <lb xml:id="l61"/><del type="cancelled">T</del> The Article of incidents in the Wardens <choice><abbr>Acc<hi rend="superscript">t</hi></abbr><expan>Account</expan></choice> composed of several <lb xml:id="l62"/>particular Articles hath never yet been recconed <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice>in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> 3000<hi rend="superscript">li</hi> or 3500<hi rend="superscript">li</hi></p>
                
                <p xml:id="par7">There is an Article in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Indenture of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> obliges the <lb xml:id="l63"/><choice><abbr>M<hi rend="superscript">r</hi></abbr><expan>Master</expan></choice> to pay unto <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Warden such summ &amp; summs of money as shall be <lb xml:id="l64"/>payable by the said Warden unto <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Officers of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint for their <lb xml:id="l65"/>salaries &amp; for repairs &amp; such other expences of the Mint as have been <lb xml:id="l66"/>heretofore usually paid by the Warden of the Mint for the time being <lb xml:id="l67"/><choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> Article I conceive is still to be interpreted in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> same sense <add place="supralinear" indicator="yes">&amp; under the same limits</add> as formerly <lb xml:id="l68"/>&amp; obliges the Master to pay to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Warden such charges of <lb xml:id="l69"/>repairs as <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> the <add place="supralinear" indicator="yes">usual</add> sallaries <del type="cancelled">doe not</del> do not exceed the summ <lb xml:id="l70"/>of 3000<hi rend="superscript"><hi rend="overline">li</hi></hi> &amp; such further Incidents <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">as</add> use to be paid <del type="cancelled">&amp;</del> without <lb xml:id="l71"/>recconing them into that summ.
